Are you our new Global Emergency Response Security Adviser?

In order to honour this ambition, humanitarian security is just as much about finding ways of mitigating risk, but also to reach out, building acceptance and strong contextual analysis.
The Global Emergency Response Security Adviser will support the Emergency Response Team with the initial security risk assessment and set up of the NRC Security Risk Management system in new country operations. When not deployed with the Emergency Response Team, the Global Emergency Response Security Adviser may undertake gap filling for needed security capacities.

A robustness towards pressure and stress is important, yet also the ability to read a situation with a level headed and balanced viewpoint. Responsibilities
Advises the Team leader and the team on security risk management (SRM), in line with established polices, standards and procedures.
Acts as the technical reference/resource for CSMs within the area of operation. Establishes and provides feedback to Team on all security products (plans, reports, assessments etc.) to ensure they comply with NRC standards and ensure copies are sent to HO Security for filing.
Ensures the development of a crisis management capacity within the area of operation
Maintains a general overview of the security context within the area of operation and briefs team on key security development and emerging threats.
Acts as the technical resources during the recruitment of CSMs within the region
Development and implementation of the NRC Security Management System at the area of operation
Conduct Security Risk Analysis (SRA) according to SOPs and identify, analyse and mitigate to the extent possible safety and security risks for assigned areas of operation
Advise and support of security staff at country office
Support, train and development of security staff and regular staff in assigned area of operation
Prepare reports as required
Identify, establish and maintain stakeholder map, actor map and relevant information network
Specific responsibilities
Lead and monitor the implementation and compliance of NRC security risk management framework and reduce risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organization, beneficiaries and assets.
Undertake regularly missions in the field and provide technical support and security advice to the Emergency Response Team
Identify security conditions that are specific to the geographical areas where NRC intervenes and security factors that may impede access to the beneficiaries of NRC;
Propose solutions to the ERT Team Leader for decision
Ensure that solutions respect both the rules and principles of the Security System of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries;
Qualifications
Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Proven, solid and relevant experience in security work, preferably in the NGO or UN environment
Demonstrated ability to work under difficult conditions and a high degree of pressure
Proven experience in administration and security team management
Fluency in French and English both written and verbal, knowledge of Arabic is an asset
Proven military or police training and experience, formal security education is considered an asset
Valid driver’s license
Preferred:
Professional qualifications or studies in general management, security and/or risk management
Prior work experience at the regional level
Experience or qualifications in humanitarian access
Experience or qualifications in negotiations
Experience in risks management for implementing partners or remote management
Context related skills, knowledge and experience:
• A wide geographical experience of working in safety & security.
• Experience with initial assessment and start-up of country operations.
We offer:
The position is a 24 months engagement. It is a roving position and will require extensive travelling, around 60-70%.
The positions home base may be placed at NRCs Head Office in Oslo, or Representative offices in Germany, Belgium, Switzerland. In addition, NRC may use a global mobility service to facilitate other European bases for EEA/EFTA citizens.
